Lacking structures, responsibilities and awareness are identified as main problems for the bad water quality. If some financial means would be available, improvements of the drinking water quality could be reached on a short term. Unfortunately the severe problems within the rural communities receive low attention of the national and international authorities and donors.</description><author>I. Ranson</author><author>E. The 3 years programme aimed to achieve poverty alleviation, capacity building and democracy strengthening in 10 EECCA countries, thus contributing to the implementation of Millenium Development Goals 1, 2, 3, 4 and 7. Project activities covered 4 key thematic areas: Sanitation, drinking Water, sustainable Agriculture and renewable Energy. Meanwhile, Sustainability and Gender were cross-cutting issues in all thematic areas. In addition advocacy at national and international levels formed an integral part of the ELA programme to allow the incorporation of local solutions into broader policies.</description><author>K. Through its work on women’s empowerment, WECF contributes to the Millennium Development Goal 3 (“Gender Equality”) as well as MDGs 1, 4, 5 and 7. Gender equality means that women and men enjoy the same rights, resources and opportunities. On the basis of the human rights framework there are two main mechanisms to promote and implement gender equality. Activities targeting women and girls to compensate for past discrimination are called “affirmative action”. “Gender mainstreaming” is a concept that promotes integrating gender issues into mainstream policies, programmes and projects, institutional structures and procedures in order to ensure gender equality. The conclusions drawn and recommendations given on how to improve living conditions in the target villages are valuable for the regional and national authorities and the local communities. In this publication, the first constructed wetland demonstration plant for 80 population equivalents (funded by DBU) in Bulgaria is discussed. The design, construction and operation of this subsurface flow constructed wetland are detailed as implemented in Vidrare, Pravets municipality.</description><author>A. Albold</author><author>C.
