On 16 June 2011, the Netherlands government published its policy on integration, social cohesion and citizenship. In line with the basic principle of this policy, the Netherlands government's Ministry of Interior and Kingdom Relations submitted a document to EC entitled “Policy measures in the Netherlands for the social inclusion of Roma”. This short memorandum presents general remarks by Bernard van Leer Foundation on this matter.

Increasing choice or inequality? : pathways through early education in Andhra Pradesh, India

This paper explores recent trends for children growing up in the State of Andhra Pradesh, one of India’s most populous states. The particular focus is on experiences of pre-school and transitions to primary school. The paper is based on analysis of Young Lives survey data (Young Lives is a 15-year longitudinal study of childhood poverty) collected for a sample of 1950 young children born in 2001, and drawn from 20 sites across Andhra Pradesh, plus two rounds of in-depth qualitative research carried out with a sub-sample of 24 children in four Young Lives sites.

N. This paper draws on contemporary research on the nature and benefits of children’s play to show how it is fundamental to the health and well-being of children and therefore why both States Parties and adults generally should recognise, respect and promote play as a right.

S. It explores the diverse experiences of 28 children from four contrasting communities in Peru as they start school. These detailed case studies highlight common problems: exclusion of certain parts of the population from pre-school services, lack of coordination between pre-schools and primary schools, issues with physical punishment and cultural diversity. It proposes four ways in which children’s early educational transitions can be enhanced, looking at such factors as educational structures, curriculum planning and teacher training.

P.
