AbstractThe first ten years of decentralization in Burkina Faso are reviewed and analysed. Special emphasis is placed on the analysis of initiatives and practices deployed by rural communities since 2006, when the first elections were held for 302 rural communities. Although there has been a rather slow learning curve, it is argued that the reform should continue. A number of issues still need particular attention: (1) the question of the quantity and quality of human resources at village level; (2) the gap between district administration and local decision-making in relation to land tenure and natural resources; (3) state prerogatives and fiscal aspects of local development funds, especially the possible use of land tax for financing local development; and (4) the mechanisms to ensure good local governance.
