| Abstract | In Ethiopia, the government and donors have identified partnerships between local government, civil society, grassroots communities and the private sector as an essential strategy for sustainable development and poverty alleviation in municipalities. But, how should successful partnerships be established in the Ethiopian socio-economic and political environment? This study investigated how the motivation for joining, and the process of establishing, partnerships influenced their legitimacy and accountability. The results indicate that partners’ motivation for joining the partnership, which in this case was access to donor funds, not only undermined the purpose of establishing the partnership, but also caused disillusionment and reduced the exploration of alternative ways of resource mobilization. Government influence limited participation of stakeholders in the foundations of the partnership, the election of good leaders, and the development of shared vision and strategies. |
