SamenvattingPolicy research was conducted on teachers' motivation in developing countries. It discusses issues of teacher morale, motivation and status, and the impact that has on the quality of education children receive. The rationale for the report is that policy analysis and dialogue on education reform will benefit greatly from insights on teaching gained from teachers themselves. The main findings are: (1) teachers’ motivation is fragile and declining; (2) teachers have low self-esteem in their professional role; (3) teacher performance is strongly influenced by teacher motivation; (4) teachers wish to be enabled to perform well; (5) teacher motivation is a critically ignored factor in education management; (6) administrative issues are almost as important as the actual level of remuneration teachers receive; and (7) policy-makers are aware of the problem but are not taking appropriate action. One of the recommendations for national and international policy-makers is that addressing the factors that reduce teachers’ motivation should be a major concern of policy-makers.
