SamenvattingThis paper explores human resources constraints in health service delivery, especially with regards to specific disease control and provides an inventory of strategies that can be used to overcome constraints. Specific programmes on selected diseases are important components of the international and national health agenda, almost all countries have such programmes. But, in order to be effective, and to relieve the burden of disease for those in need in a cost effective way, these programs require specific attention to human resource management. In many developing countries such programs do not reach their full potential, due to the lack of implementation capacity, either in quantity or in quality, or, due to the lack of an integrated approach. An integrated approach means taking the context into consideration, building cooperation with actors outside the health sector and making effective use of existing human resources. Constraints in specific disease control programs, related to human resources are: a. The lack of a sufficient number of implementing health workers. b. The lack of quality c. Imbalance in availability of workers.
