Samenvatting	This policy paper describes an update of the PSO policy for humanitarian aid, which dates back from 1998. Through an analysis of the current situation and internal and external developments we arrive at lessons learned and policy intentions for the period 2007 to 2010. This chapter will discuss successively: a short description of PSO (1.1), the objective of this policy paper (1.2), the reason for specific humanitarian aid policy (1.3) and a number of reasons for the modification of the current humanitarian aid policy (1.4). The last paragraphs describe for whom this policy document is intended, how it was developed and the decision-making procedure.
