| Samenvatting | The evolution of drinking water and sanitation programmes in Bhutan is outlined. A critical success moment came when the Royal Government of Bhutan decided to institutionalise the Community Planning and Management Workshops (CPMW) process and make it mandatory to conduct the workshop before any rural water supply scheme is constructed in any village anywhere in Bhutan. A policy on community management was formulated, underscoring the need for the formation of Village Management Committees and Water Caretakers. By mid 2005, 85% of Bhutan’s rural population had access to safe drinking water, compared to only 45% in 1990. Based on these experiences, SNV has developed a toolkit, “Developing Healthier Communities through Education and Empowerment”. This publication underlines the importance of not just providing communities with needed infrastructure and services, but also providing mechanisms through which community members can feel ownership of, and responsibility for the same. |
