SamenvattingThe conclusions of the Intergovernmental Panel on Climate Change and the Stern Report regarding the effects of global climate change on water resources, habitat, livelihoods and food security are highlighted. Major challenges brought about by climate change require increasingly rapid and cross-sectoral production of information and responses. To develop a strategy to adapt to climate change, governments will need to go throught a process of identifying vulnerabilities to climate change, selecting options for adaptation, and implementing and evaluating an adaptation strategy. This is a 5-step process: (1) assess vulnerability; (2) prepare institutional framework; (3) identify, assess and select elements of adaptation strategy (preventing negative effects, strengthening resilience, preparing to reduced negative effects, responding quickly to extreme events, and facilitating recovery after extreme events); (4) implement the adaptation strategy; and (5) monitor, evaluate and adjust the strategy. Finally, 26 potential elements of a climate change adaptation strategy for water management are tabulated.
